Abstract
In the late 1940s, the central government in Hungary introduced a totalitarian political system and created a new political discipline, a regional- and settlement policy. The objective of such policy was to bring certain control, as regards both their economy and urbanization. The leaders of the communist party entrusted the Central Planning Office and the Country Planning Institute functioning under its direction with the implementation of the plan. In 1950, the latter instructed the experts working for the Technical University in Budapest to prepare the first concept for the development of Hungarian settlements. The principle idea was to develop the network of cities and towns on various levels. However, in practice, everything looked different. In fact, settlement policy served the industrialization plan initiated by Stalin. Consequently, the only settlements experiencing development were the ones involved in major industrial investments. Others, especially agricultural towns, villages and farm areas were in serious difficulties, because the central government did not provide any financial background for their development. There were even plans to make disappear 1200 villages out of the 3200 in the country. Several hundreds of thousands of farms were to meet the same fate.
