Abstract

Book 5, chapter 2 of the Arthashastra of Kautilya has been a subject of heavy debates since the appearance of the text in 1909. A considerably number of specialist take it as a fine example of extraordinary taxation introduced under emergency. Others regard the contents of the chapter as a form of ordinary taxation. The present paper provides a systematic treatment of the text. It was found that the text is problematic at places and does not purport any homogenous concept. Instead of it the chapter contains normative recommendations. The first thirty sections form a coherent part in the chapter. They deal with the filling up the treasury which is not a depleted one as Prof. R. P. Kangle thinks. Sections 32-51 raise ideas which have been regarded as immoral and tricky. Here Kautilya writes in the manner of the authors of satyrical literature in Sanskrit. Magic and superstitions are never-failing means of taking money from people. The victims of harsh measures depicted in sections 52-69 are „treasonable persons" (dushyas) who may deserve for these severe measures.
