Abstract

Since 1957 the European Community has been developing relations with the rest of the world through a common policy on trade, development assistance and formal trade and cooperation agreements with individual countries or regional groups. The influence of the EU on other countries can be stronger not only with simple trade agreements but also with offering partnerships or associations, which mean a closer cooperation. Once an association is earned, the next step is to become a potential candidate country. In this case a country may apply for EU-membership. Western Balkan countries - involved in the stabilisation and accession process - are recognised as potential candidate countries. The following stage is a candidate country status, which comes into force from the day their application is officially accepted by the European Council. The essay describes the legal term of the association from the aspect of the European Community, then it states how an association enters into a contract and how it can be transformed into EU-membership. The paper introduces the stages of the association forms with the EC, then describes the Pre-accession strategy, which helps the countries to meet the requirements of a EUmembership. When a country fulfils the former determined criteria, the accession talks can begin. In the following chapters the work describes the two main types of the association: the contractual and the constitutional association. Nowadays the EU seems to be cautious with the enlargement policy and it tends to emphasise the advantage of an associated or privileged partnership instead of a membership. The essay illustrates how this policy could become an alternative to exert the pulling power of the European Community and the European Union.
