Abstract
Significant changes were in the local government sector in the last few years. The legal environment changed in many ways and it required new operational structures from the municipalities. These local governments tried to meet the statutory criterias, but very important fact, that the new environment reguested new organizational frameworks and new approach operations. Recently the local governments had a chance to make a hugh organizational development program thanks to a EU tender in order to work more effectively. Based on the aims and methods of the Zoltán Magyary Public Administration and Development Programme the concerned municipalies makes similar developments in their own organization. Based on a middle sized hungarian local government one of these programs will be shown and analyzed in this publication.
