Abstract

New methods and practical applicability helped management trends to gain popularity in the second half of the 20th century. The reform of the public sector also started in these years and it still a current issue. The implementation of New Public Management (NPM) is different from the general trend and it can only be used by considering these significant differences. Structural reforms pertaining to the idea of the cheaper state unveiled difficulties of other players of the public sector such as nonprofit companies and civil organisations. The leadership analysis of the administrative, business and social organisations that share the same owners and leaders can shed light on the leadership problems of the implementation of subsidiarity in Hungary.
