Abstract
The efficient and client oriented implementation of state administrative services has been a permanent problem in the Hungarian public administration. Since 2010, due to the Magyary program, the reorganisation and modernisation of territorial state administration has been on the table again in order to set up cost saving and efficient units both on territorial (county, district) and local level as well to implement properly different state functions. After the definition of special features of state administrative functions the study concentrates on the models of these services, considering the advantages and disadvantages of different solutions used over the last 25 years. A special attention is paid to new initiatives such as state governmental offices, district offices and governmental windows. The second part of the paper is devoted to an analytical and historical examination of the changing role of the city clerk after the introduction of district authorities. Finally, to study tries to draw a conclusion emphasizing the influence of the past institutional structure and procedurals. To achieve a more reliable and scientifically better supported outcome needs time and further empirical and theoretical research.
