There has been a long-standing debate among the representatives of regional politics about whether the state and local communities should interfere in economic processes or spontaneous business decisions automatically induce the development of each region in the long term. Recently the European Union has been losing ground in the global competition, and this is partly the reason why the recognition that the cohesion policy applied to make less developed regions catch up should be made more efficient has been widely accepted. In the European Union this new concept of economic development is called smart specialisation strategy (S3) and in the programming period of 2014-2020 development plans have already had to be drawn up according to this approach and planning method, including the plans for the Hungarian counties. Healthcare industry embraces a complex scope of activities, the actors of business, public and nonprofit sectors need to cooperate in working out synergybased, cross-sectoral, integrated and bottom-up local and regional developments, for which smart specialisation strategies provide an excellent framework. In my study I review the key points and the economic policy (macro economic) bases of smart specialisation, and the spatial extension of this approach. I provide a detailed description of its special train of thought, planning methodology and instruments in the regional policy of the European Union. Then I present the Hungarian smart specialisation plan, in particular the development concepts of healthcare industry.
