Abstract
The essay looks at the changing balances of power, giving an overview of the historical development, but mostly focusing on the most recent transitions. The Middle East and North Africa has remained to this day a penetrated system, in which – besides the regional powers - external actors have the capability to influence regional developments. While the Middle East and North Africa is embedded in the international system from several points of view, in many ways it is peripheral to it. This dynamic relationship, however, is continuously fluctuating, with regional dynamics sometimes overwriting the global considerations. Recently, to waves of indigenous development – along the two main identity elements of the region, ‘Arabness’ and Islam – emerged as the main formative elements and underlying bases to the regional order.
