Abstract

Internet-access, e-mail, (smart) mobile phones are the core elements in our communication culture. Do prisoners have internet-access in prisons? The conclusion of the study that most prisoners worldwide have no access to the internet due to heightened security measures. In the instances that some internet access is provided, it is highly regulated. Websites that can be accessed are limited and generally the little access that is provided is only for educational and training purposes. Education policy and e-learning in prison focus on basic-level skills. Access seems to depend on which security category of prison an individual is held in, which wing they are in, where the prison is located. Denying internet access makes it harder for inmates to prepare for life on the outside, therefore prisons must introduce digital devices in a more offensive way into the prison system.
