Absztrakt (kivonat)
A city is a multiple system that cannot be grasped by single technological and physical parameters. Therefore, its development cannot be realised just by establishing infrastructural innovations. Beside the above characteristics, each city has an intellectual, emotional aspect that plays a more and more important role in the quality of urban life. Creating and affecting the local milieu need a new way of thinking and a new institutional background, essentially different from nowadays’ development routine concerning mostly infrastructure. Considering the above fact, the conventional practice of urban development should be revised, new principles, aims and means should be adopted.
