Abstract
The present essay attempts to focus on legal, and other, factors connected to national minorities, and investigates – by considering these factors – the differences that the situation of the Gypsies show. We shall shortly summarize the main stages of the process that have caused the basic problems in the education of national minorities (low attendence, not being economical, the lack of effectiveness) since 1958 when primary teacher training became a part of higher education.We are going to present the institutional system of primary teacher training for national minorities, the statistical data of the latest entrance exam and the conclusions that can be drawn. At the end of our essay we shall point to those possibilities attainable for Hungary as a EU member that could help us in finding real solutions and could help in ameliorating the educational problems of national minorities .
