Abstract
The pedagogy of people with special needs has gone through major changes in recent decades. Educational programmes for young people and adults have come to the foreground and become more and more important. As a result, the quality of life and opportunities for adults with special needs have changed dramatically. The equal-opportunity law, which is quite Progressive, even when compared with European standards, and the National Programme for People with Disabilities define the rights of people with disabilities, as well as the principles and tasks which are necessary for these rights to be exercised. In order that these new laws should become a practice of evaryday life, and that people with disabilities might live a life similar to that of other members of society, many other regulations and suitably and economically organised Services are needed. It is important that, while implementing these, the principles of the Movement for Independent Life and the National Programme for People with Disabilities should be observed.
