Abstract
То prevent the digital gap from widening, PIAPs have been organised, continually, since 1994. The institutions, originally organised for telecommunication Services, have a much wider range of functions today. Of these functions, I concentrate on those of a cultural nature. With the help of undergraduates, we are running a survey on how these -mainly non-governmental- organisations work, and of their potential as modern scenes of general education.
