Abstract
This paper was made because of the Hungarian Constitution changing. It analyzes the new Constitution’s chapter of public finance. Public debt’s reducing is justified by many things, for instance European Union’s expectations, new generations’ demands and defencelessness from finance market. Solutions of Hungarian debt regulation are examined in this essay. There is a comparison between operative rules of public debt and new Constitution orders. At the same time this is a description of two types of finance rules. One type of them applies to national debt, and the other has reference to balance of budget.
