Abstract
The concept of defense administration cannot be defined without the concept of security. Nowadays, however, defense has been given a broader meaning beyond security and the protection that created it. In addition to traditional military objectives, there have been non-military objectives resulting from new security policy challenges. The realization of these goals makes the examination of defense administration and defense obligation even more topical. After defining and characterizing the concept of defense administration, I described in detail the system of defense regulation. I touched upon the Constitution, which is the basis of regulation, and other measures and statues. In order to deal with this topic exhaustively, I have summarized the system of defense administration in the light of international obligations. The Constitution defines the obligation to protect the home as a fundamental duty, which is not an obligation for every citizen in peacetime. Accordingly, defense obligations include military, military duty, civil defense during armed conflict, and economic and material service obligations, while disaster management obligations include civil protection, economic and financial service obligations.
