Abstract
Public procurement is a special field in Civil Law, which lays down special procedural rules for public spending. It outlines special procedure for public spending, and in the presentation the acquisition of goods will also be covered. The presentation is aimed at the special characteristics of procurement, tackling the public procurement procedures and the rules relating to construction investments, especially problems related to delimitation (circumscription), purchasing a real estate, as a special exemption, and also at special problems of obtaining vouchers. At last, problems related to procurement arising at the initiation of the procedure and at the fulfilment of the contracts, will also be discussed.
