Abstract
The purpose of the study is demonstrating, based on community and national figures, the efficiency of public procurement regulations reflected in community and national payments and in the requirements of the national economy, presenting any market-related impacts on budget management and possible savings in budget management achieved via large volume national purchases. The study also aims at presenting how the consortium power of government policy prevails in Hungary in the use of public funds, facilitating the study of the impact of large volume procurement needs generated by institution systems required to apply the Act on Public Procurements, on various levels of the public procurement organisation system, not only with regard to products but also in terms of setting goals.
