Nowadays European integration expands to many areas of our legal systems, including the prosecution services and their role in the criminal justice system. Bearing this in mind, the aim of this paper is to describe and analyse the efforts made in order to harmonise prosecution systems at European level. In Europe, there are two separate entities playing different, yet complementary roles in the harmonisation of law: the Council of Europe and the European Union. Taking into account that both of these bodies are affecting the prosecution services in their member states, the way and extent of their influence is to be analysed. To this end, the author examines the activity of the Council of Europe and the Consultative Council of European Prosecutors and the relevant legal instruments adopted by them. A great emphasis is laid on the legal nature and practical benefit of these European soft law instruments, especially on that of the recommendations and opinions adopted under the aegis of the Council of Europe. A brief overview of the EU legislation concerning prosecutions, the Eurojust and the recent developments on the establishment of the European public prosecutor’s office (the enhanced cooperation) is also presented as a means to link the activity of the Council of Europe and the European Union and to enlighten their different, yet complementary roles. As for conclusion, it is stated that both segments of the harmonisation contribute to and are essential to the establishment of an effective European public prosecutor’s office and for the future of prosecution in general.
