The study aims to set and answer a series of questions that are of special importance concerning the representation of national and ethnic minorities in Hungarian Parliament. At first, it provides an overview aiming to set the place of minority representation, more specifically parliamantary representation among the rights of minorities. Then it identifies the existence and the content of international and national legal base of parliamentary representation. Afterwards, the study gives an overview of the possible solutions to create the parliamentary representation of minorities, and examines them from the point of view of constitutionality. It shows the solutions of minority participation within the general electoral system, with and without the use of special measures facilitating minority participation. It also overviews possible specific solutions as indirect election of minorities' representants, delegation and cooptation. Afterwards, it identifies the specific function parliamentary representation has to fulfill. Finally, it gives a possible solution in line with the constitutional principles and the specific funcion of parliamentary representation.
