Health care system within the European Union have fundamental similarities. On the other hand, they also differ in a bewildering variety of ways. This article wants to present the financing and regulation of the Hungarian healt care system considering that the European Union. The article begins with a general discussion of sources of finance for healt care system. It is followed by subsections looking in more detail at the three principal sources of funding: taxation and social insurance, voluntary health insurance and direct payments or charges. Health care services are provided by either physicians who are employed by the local governments or independent doctors who have therir own contract with a county level body of the National Health Insurance Fund Administration. In Hungary the majority of health care for the compulsorily insured is financed by social isurance contributions. The Hungarian health system is financed through a social insurance system. The role of the state in social provision and financing of health care services is largely restricted to providing a regulatory framework within which this provision takes place. In Hungary there have been significant changes the financing and regulation of the health care system during the last 15 years. The role of voluntary health insurance increased moderately and direct payments as revenue generating mechanisms increased significantly. The public share of total health care system decreased in Hungary. The methods of financing hospitals in Hungary have changed significantly over the last 15 years. There is a clear move from open-ended retrospective funding of hospital activities to the establishment of prospective budget. Financing of the Hungarian hospitals is based on Diagnosis Related Groups (DRGs) system. It is activity —related payments, which may be case-mix-based payments. The basic principle is that medical services can be used to the extent justified by the person's state of health. Health care is generally provided free of charge. This means hospitals does not usually involve any co-payments by the patient, but co-payments are required for certain services. It means Hungarian health insurance does cover between 50 and 100% of the cost of medicines featuring on an official list. _ _Finally the article wants to present advantage and disadvantage of financing of the Hungarian in-patient care.
