Abstract

The British Parliament the oldest operating parliament around the world. This short study briefly considers the bicameral/two-chamber principle and glances back at the development of the British Parliament. The bicameral structure of the House indeed the House of Commons/Lower House and the House of Lords/Upper House. How pronounced is the power of the House within the whole business? What influence have the reforms had within the membership of the House of Lords? I gave a broad overview of these questions. The House of Lords is a paradox. During the centuries its decay and collapse were predicted, but it survived by its reforms and changes all the time. The origins of the House of Lords is from the 11th century when the aristocrat composed the Salisbury Committee that led the king. The first date when the Parliament sat separately is 1341, the Upper House was contributed by Lord Spiritual (religious leader) and Lord Temporal (magnates). The next three centuries no relevant action was taken in the Houses. The first parliament session of Great Britain, which meant the participation of Scotland and Ireland, was held in the 18 thcentury. In the following century the Appellate Jurisdiction Act defined the role of the House as a Lords of Appeal, to create the first life-long peers. Reforms were difficult to carry that is why the change was rather slow in the - 19thcentury. The most relevant reform proposals are the following: the Parliament Act 1911, the Parliament Act 1949, Leave of Absence 1958, The Peerage Act 1963, The House of Lords Act 1999. Hopefully all the reforms being in process will pass through and the House of Lords will remain a suitable body to do constructive work in the Parliament, it has always done during the history.
