The system of Hungarian self-government was established according to the natural law's principle of one settlement one self-government. Coorporations of self-governments were based on relationship of associations by the Hungarian Constitution and the Act of Self-Government. The development of these coorporations were difficult because the Act of Self-Government defined only the form of association. There was an other problem in this progress — the self-governmental association could be only legal person. Act of Self-Government amended that besides regulated the types of associations. After the millennium the professional work for creating small region was started. As a result of this progress one government decree was issued which formed boundary of the small regions and other government decree gave financial supports for create general-purpose small regional associations. In May 2004 Parliament passed the Act of General-Purpose Small Regional Association which was sent to Constitutional Court by President of the Republic for preventive review of legal norms. After the Constitutional Court declared some parts of the regulation unconstitutional, Parliament passed the act again without these unconstitutional parts. The small regions are not nowadays' product because in 1994 the Central Statistical Office has created statistical zones. Small regions based on statistical zones. The definition of small region was created by Act of Territorial Development. The Act of General-Purpose Small Regional Association does not consist of associational compulsion therefore the general-purpose association formed according to principle of freedom of association. This regulation did not create unified institutional system. According to our opinion small regional associations should have been established on principle of mandatory association. This would have demanded amendment of Constitution and Act of Self-Government. Although the small regions work but Constitution does not know this category neither does Act of Self-Government. Experts suggested establishing the mandatory associations in the professional work of creating small regions. But then the political situation and for lack of consensus hindered the amendment of the Constitution. In our study we are analysing the nowadays regulation of Constitution and we are sketching the future principles of the amendment.
