In a few months time we will commemorate the 60thanniversary of the signing of the 1947 Peace Treaty of Paris, which ended World War II. This peace was reached as the result of the negotiations of the major powers and their allies, which could not be influenced by the post-war Hungarian diplomacy. The events and international relations of many decades, even perhaps centuries had led to this peace treaty, in which the principle of "vae victis" again came across. World War II was not followed by a comprehensive settlement, such as the Peace Conference of Versailles, the conditions were defined on the London, Moscow,- Paris, New York sessions of the Council of Foreign Ministers. The participating states of the peace settlement were lined up in a hierarchy: the "judges" (United States of America, Great Britain, Soviet Union, later also France), the "witnesses" (smaller allied countries) and the "accused", who had no word. - As the result of the one-and-a-half-year long negotiations the peace treaties were signed on February 10, 1947 by the parties concerned. In Hungary the bill approved by the foreign affairs committee was proposed for ratification to the National Assembly by Béla Padányi Gulyás on June 24, 1947. The debate was carried on five meetings in one week, characteristic of it was, that every speaker searched for those who had been responsible for the injustice of the peace treaty. They emphasize that they absolutely define themselves from the previous regime. In spite of that, continuous quarrel and shouting occurs between the members of the Communist Party and the Liberty Party on which party's members showed greater resistance against fascism and the Germans during the war. They make personal remarks, elevation of spirits and solemnity is totally missing from the meeting. The second reading of the bill was finished on July 2nd, the National Assembly has accepted it and on July 16th they enacted it with the following title: Act XVIII of 1947 on ratification of the Peace Treaty of Paris dated February 10, 1947. Analysis of the situation was published by several of the then jurists, such as Gyula Szekfű with the title "About the Peace Conference", István Bibó "The Peace Treaty and Hungarian Democracy". The New Hungary weekly gave the most detailed report on the peace conference, titled "Western Letters", a series of articles published from the pen of Zoltán Szabó, the press attaché of the Foreign Ministry in Paris.
