Abstract
European Union is a special actor of the international politics: its financial and economical power isn't accompained by the proportional political prestige. However there is a chance to change this position: to strengthen the co-operation in the sphere of the Commom Foreign and Security Policy. In this study I would like to introduce the history and the functioning of the CFSP. The co-operation dates back in the 1950s, when in 1952 France, Belgium, Luxemburg, the Netherlands, Italy and the Federal Republic of Germany established the European Defence Community. The following step was the European Political Cooperation(EPC) in 1970, which was an intergovernmental form of the co-operation of the member states. In 1992 the Treaty of Maastricht established the second pillar of the European Union: the Common Foreign and Security Policy. Becouse of the disappointment in the activities of CFSP, member states wanted to strengthen the second pillar in the middle of 1990s. Hence, the Treaty of Amsterdam established the position of the High Representative of the European Union, then the draft of the Constitutional Treaty would have exchanged it for the position of The Union Minister for Foreign Affairs. The Constitutional Treaty would have contained the provisions of the former treaties in a single structure. After the rejection of the Constitutional Treaty by the Netherlands and France, in 2007 the member states decided to convene an intergovernmental conference. It has to elaborate a Reform Treaty by the end of 2007. This Reform Treaty will consist of two parts: Treaty on the European Union and Treaty on the Functioning of the Union.
