Public administration developing proposal of István Bibó and principles of public administration reform at turn of the millennium are very similar to each other. Both of them want to shape units which would be bigger than settlement and smaller than county nevertheless want substitute county for region. Naturally these thoughts are similar to each other only because of geographical basis, but different in public order age and requirements. Bibó agreed with changing of public administration as present experts. In that time the end of world war II and the government decree of 1971 gave the right possibility for Bibó, nowdays the change of political regime and European Union accession are giving that. Idea of Bibó was treated unfairly after the millennium although it serves as a basis of the present system. Our study want to compare the period reform-suggestions and today public administration territorial system.
