Abstract

This article is an indirect assessment of the work of István Kovács, a former head of department and researcher, as it examines how public law can be taught in an era that was not conducive to democratic constitutionalism. There are quite a few such periods in Hungarian history, and the works of the eminent professor can be studied from this perspective. Change is a constant feature of public power, and the teaching of public law must adapt to this, not to mention the wider world around us, the changing needs of students and the labour market, and the requirements of the digital society. The answer to the question in the title is therefore not trivial. After a review of the literature, the author summarises how academics can operate in a rapidly changing public law framework. To approach this, the author conducts an analytical interview with five staff members of the Institute of Public Law of the Faculty of Law and presents their responses, criticisms and suggestions by topic.
