According to the World Health Organization telemedicine is the delivery of healthcare services using information and communication technologies for the exchange of information to diagnose, treat and prevent illness and injuries, and for the purposes of health research and health education. Due to specific nature of the prison setting the access healthcare services to inmates within correctional settings has generally been low and problematic (e.g. limited available services, particularly specialist medical services, high travel costs, staff time, travel safety, security issues). Using videoconferencing, doctors can conduct a remote examination of imprisoned patients, diagnose the disease without face-to-face visits. Evidence suggests that the use of information and communication technologies can redress some of the problems associated with healthcare delivery for prison populations. The evidence shows the potential of telemedicine to offer clinical and economic benefits: these innovative models can reduce the costs of prison healthcare, improve its quality and also attenuate professional shortages. Telemedicine also offer an opportunity to remove of geographical barriers, avoids the need for the security measures required in transfers and ensures prisoners’ privacy. This article provides an overview of the prison telemedicine in Amerika and Europe and reveals the benefits, challenges and difficulties of the remote telemedicine care in prison settings.
