Abstract

In the last decades, several initiatives have been taken in Europe with a view to diminishing or even eliminating the legal-administrative barriers still existing among the European countries. The paper reviews the existing regional cooperations, established in Western Europe. By adopting the experience and traditions of regional cooperation from the Nordic and Benelux countries the Visegrad cooperation was created in 1991. The paper aims at analysing the Visegrad cooperation, launched in 1991. Since then the meetings of presidents, prime ministers, ministers of foreign affairs and members of parliaments of the Visegrad Group began a process of creating foundations and new forms of political, economic and cultural cooperation of these countries in the altered situation in Central Europe. The favorable basis for intensive development of cooperation is ensured by their traditional, historically shaped system of mutual contacts, cultural and spiritual heritage and common roots of traditions. The influences exerted over a long period of time, resulting from the fact of proximity, could support cooperation based on historical development. In terms of the applicability of the Nordic model within the Visegrad Group, it is obvious that besides the diverse public administration systems and legislative background, there is also a completely different socio-economic, cultural and political atmosphere in the region. In addition, the history, the desire and the capacity to cooperate seem to meet a lower standard than in the Nordic region which makes the adoption of the model extremely challenging. The study aims to provide an overview of the structure, operation, and areas of cooperation of V4 in order to develop a proposal for a model system within Visegrád cooperation. Based on the lessons learned from the Copenhagen study visit to the Nordic Council and the desk research, the paper presents the proposed setup, permanent structure, and procedures for removing obstacles to institutionalization. To preserve and promote deeper cohesion and deepened cooperation within the Visegrad Group the formal institutional framework provides a greater opportunity.
