In the past few years, a number of factors have led to a focus on child protection in Hungary, resulting in the entry into force of Act LXXIX of 2021, known as the Pedophile Act. As part of this package of legislative amendments, the so-called paedophile register was implemented in Hungary, which serves to register convicted perpetrators of sexual offences against children. I believe that my choice of research topic is legitimised by the fact that, despite the importance of understanding this phenomenon, there is relatively limited literature available in Hungary, so I have sought to fill the gaps in this area by analysing research findings from abroad. The primary aim of my thesis was to evaluate the preventive effectiveness of this register, which I examined by looking at the risk factors for offending and the typology of child pornography offenders. In this context, I have outlined the psychosexual difficulties, socio-affective deficits and certain cognitive distortions that characterise offenders, with particular attention to the relationship between paedophilia and offending. In order to explore the preventive effectiveness of the paedophile register, I also examined the characteristics of different types of paedophile registers with regard to the legislation of two other countries, Croatia and the United States of America, and compared them with the Hungarian situation, thus classifying the Hungarian register into the existing system of types. In the light of the problems identified in the thesis concerning the preventive effectiveness of the paedophile register, I proposed the use of psychotherapeutic treatment as a preventive tool for the personal profile of paedophile offenders. In my thesis, I have tried to draw on the widest possible domestic and international literature in order to provide a more in-depth picture of this phenomenon and institution, as well as to make suggestions for further research.
