Abstract

The task of determining the minimum requirements and the frames of reference of Good Agricultural and Environmental Condition (GAEC) designated to the council of the ministers for agriculture. Taking the national characteristics into consideration, the member states determine the minimum requirements at national or regional level, and set these in the national legislations. Should these GAEC requirements not be met in any given calendar year, and this is the result of default or an action imputable to the farmer who is pleading for subsidy, then the full amount of direct payments to him is to be decreased, or he is to be excluded from subsidization.
