%X The aim of our study is to summarize the content, scientific and policy interpretations of territorial cohesion. The Single European Act (1987) has defined the concepts of social and economic cohesion, while the Lisbon Treaty (2008), later, adds three forms of cohesion: social, economic and territorial cohesion. At the same time, if we look at it, there is no clear definition of it in scientific life or in the European Union's cohesion policy, and different interpretations are based on their evaluation in EU official documents. As we point out in our study based on the synthesis of literature, The Lisbon Treaty emphasizes the convergence of the underdeveloped regions and the management of the problems of special geographic regions, while the scientific literature and the various EU documents highlight 3-5, partly different dimensions. At the end of our study, taking into account the objectives of cohesion policy, while also partially separating and linking territorial levels, we made an attempt to establish territorial cohesion dimensions and objectives (six dimensions at two territorial levels).
