N2  - In this essay the author writes about the cross border cooperation on the aspects of law and administration and the author compares the existing cooperation in the European Union with cooperation developing in Hungary. Nowdays it is recognised both in Hungary and in the neighbouring countries that the cooperation is necessary and useful both in local, regional and national level. The author tries to highlight that the biggest problem is that the legal system and the administrative organisations are different among the neighbouring countries. Therefore the conditions of the stabilisation of the cross border cooperation haven't been determined clearly yet. The author would like to analyse the European laws for the cross border cooperation, multilateral and bilateral agreements. She systematizes the possibilites of the different constitutional forms and finally the writes about the border regions of Hungry. Hungary has an important role in the cross border policy because most of our neighbours cannot get into the enlargement of the European Union in the first round. For this reason Hungary plays the role of the eastern door of the European Union. At the end of this essay the author tries to find the answer how solve the difficulties derived from different competences, the lack of the principle of the partnership as well as the tension from the different kind of the establishments.
