The royal council and the diet were the most important legislative bodies of medieval Hungary. By the time of Louis II the royal council had become a representative body of feudal aristocracy and an executive body of the same estates for reasons of governing the country. Two forms of the royal council are known: an exclusive form for the everyday purposes of state administration, and a large council in the sessions of which all members of high aristocracy could participate, the latter was a preparatory organ of legislation: the proposals to be discussed in the course of diets had been dealt with in its sessions. According to the 7th paragraph of the 1498 decree 8 members (assessores) of lesser nobility had to be invited to the session of the royal council when matters of national importance would be discussed. Assessores of the lesser nobility could not have played a decisive role in the talks, themselves being vassals, they had to bear in mind the interests of their overlords. In case of agreement of most members of the council execution of decisions of the council was unhindered. However, in case of resistance on the part of the council, even the ruler's will was impossible to fulfil. During the reign of Louis II the diet usually convened two times a year: 24th April and 29th September. The nobility either convened individually, or was represented by deputies from each county. From the viewpoint of the nobility those diets could be regarded fruitful, when their multitudinous appearance could force the aristocracy to accept their claims, however in such cases execution was often doubtful. Diets were opened by the crown speech enlisting the royal proposals, it was followed by the discussion, and finally the decision was made. The decree was then drawn up and sent to the counties. The decree was drafted by the royal chancellery.
