Abstract

The Republic of Croatia declared its independence from Yugoslavia on the June 25, 1991, but on the initiative of the then European Community (Communitee), Croatia had to postpone the effect of the proclamation to the October 8, 1991. However, the federal Yugoslav administration and the army, supported by the local Serbs, opposed the proclamation of independence occupying almost one third of Croatian territory. What followed was a four-year war that ended only by the departure of the UN forces and demilitarization of the formerly occupied zones on January 15, 1998. A the beginning of the war many Croats signed up into army as volunteers, and during the war one third of them became invalids of the war. The Law on the Rights of the Croatian Homeland War guaranteed the Veterans and their family members certain social rights, as well as for the detainees in Serbian camps, their family members and for the wounded, sick and injured soldiers. The Veterans nowadays have the following rights: The right to healthcare, the right to pension insurance, old-age pension and early retirement pension, the right to disability pension, the right to their remaining work capacity, the right to a survivor's pension, the right to the minimum pension, and the right to the insurance period or special internship. The right to children's allowance, the right to employment, the right to housing care, the right to shares in the Company free of charge and other rights. The severe economic situation in Croatia has led to the need for reducing the part of these rights, which – with political grounds led to a Veteran strike that has been going for a year.
