Abstract
In my study the special paragraphs of the CVIII/2011, will be discussed, which were derived from the Hungarian Fundamental Law, and have been implemented into the regulations of the Public Procurement process. Apart from discussing these regulations, my study also deals with their practical implementations. This law governs the effective use of public funds and money, their availability for public monitoring, it aims to maintain fair competition, to help small and medium-sized businesses in participating public procurements, and also helps to achieve the state social goals, and the lawful employments. Besides these goals the law explicitly regulates the fairness of competition, its transparency and publicity, the equal rights, equality of opportunity, the well-meaning, bona fide, trustworthiness principles, and also the principle of righteous use of law. An important aspect of the regulations is the enforcement of effective and responsible spending of public funds. The regulations and the law also states national principles, and that Hungarian language is to be used in the public procurement processes. All these principles can be derived from the Hungarian Fundamental Law. The goal of my study is to show these regulations and their connections to the Hungarian Fundamental Law, with special emphasis on the parts of the Hungarian Fundamental Law, which are relevant to these public procurement principles. The study also deals with the practical implementations of the relevant regulations.
