Since 1957 the European Union (EU) has been developing relations with the rest of the world through a common policy on trade, development assistance and formal trade and cooperation agreements with individual countries or regional groups. The influence of the EU on other countries can be stronger with not only simple trade agreements but also with offering partnerships or associations, which means a closer cooperation. Once an association is earned, the next step is to become a potencial candidate country. In this case a country may apply for EU membership. Western Balkans countries — involved in the stabilisation and accession process — are recognised as potential candidate countries. The following stage is a candidate country status, which comes into force from the day their application is officially accepted by the European Council. The essay introduces the stages of the cooperation forms with the EU, then describes the Pre-accession strategy, which helps the countries to meet the requirements of a full membership. When a country fulfils the former determined criterias, the accession talks can begin. Enlargement is a carefully managed process, which is an almost fully standardized mechanism. This process also encourages hardly feasible reforms in candidate and potential candidate countries, but it does not guarantee success and automatic membership. This is one of the most powerful policy tools of the European Union. This pulling power helps the transformation of the involved countries, extending peace, stability, prosperity, democracy, human rights and the rule of law across Europe — as it happened also in Central and Eastern Europe. Moreover earning a potential candidate country status itself generates a pulling power — with this instrument the Union also tries to solve international problems. Nowadays the EU makes accession talks with Croatia from the Western-Balkan countries and Turkey. The success of the ongoing accession negotiations requires the European Union to continue its internal reforms, in order to hold on to the motto: "In varietate Concordia" (United in Diversity).
