Abstract

This study aims to place the challenges faced by constitutional governments (1908–1914) that replaced the autocracy of Sultan Abdul Hamid II (1876–1909) in Erzurum vilayet within a broader context, using a microhistorical approach. Analyzing detailed reports from Russian consuls stationed in Erzurum reveals a complex social fabric where―at the dawn of modernity and constitutional changes―acute fractures emerged, impeding effective governance in the Ottoman Empire’s peripheries. The article outlines broad social issues, demonstrating that the Young Turks’ aspirations for modern state-building ultimately faltered due to insufficient social support. This research sheds light on deep-rooted complexities within the socio-political landscape, crucially influencing the trajectory of the reformist movement in Erzurum. The examination of nuanced accounts offered by Russian consuls contributes valuable insights into the challenges besetting the Erzurum vilayet and the wider Ottoman context during this transformative period. Such analysis illuminates the dynamics between imperial governance, interethnic relations, and the aspirations of diverse communities in this frontier region. Ultimately, this article enhances understanding of the interplay between political developments, societal complexities, and governance challenges, shaping the late Ottoman Empire’s historical course.
