Thomas Jefferson often expressed his interest in French culture, society, and politics, citing various issues with poverty as a primary point of curiosity. Studies have shown how his concept of American exceptionalism via-á-vis Europe in general also involved indigence, yet, no attempt has been made at probing into his understanding of indigence in France with respect to the nature and typology of poverty there. Filling this gap, I propose to argue that, in the first place, the ultimate concern of Jefferson in connection with the indigent in France was largely shaped by his republican frame of mind. Furthermore, he refused to regard the indigent in France as a homogeneous category, and while in some ways he found French poverty unique in contrast to America, in others he did not. Finally, I also aim to point out the sharp contrast between his concept of poverty in France before and after his travels through the country on the eve of the Revolution.
