The bourgeois transförinatiön created the' conditions subsequent to which the demand for statutory regulation of citizenship could emerge. There were, however, some important factors that-hastened the Process of creating the new Citizenship law, including the demographic transformation of society and the growing exodus of immigrants mainly from Upper Hungary, Transdanubia' and the Székely areas in eastern Transylvania. Indebtedness and the deterioration of economic conditions Motivated with large crowds of people to try to find a better life abroad. The fidei-coinissum system of property ownership made it even more difficult for families to make ends meet. At the 3rd National Conference of Farmers several speakers raised the need for finding a solution to the economic and social problems caused by the large-scale exodusfrom Hungary.
