Armando Torrent in his recent article and book argues that no common model for the Flavian municipal charters ever existed, because the existence of a general municipal law – such as the lex Iulia municipalis and the lex Flavia municipalis – is to be denied, and there are many errors and variations among the parallel texts of the charters. However, this should be a mistake, because the common model might have been an informal draft, not only a stricto iure law, and the errors and variations are due to the more or less inaccurate copying of the common model, and are not based on the individual formulation of the different charters.
