From its formation, Bethlen's cabinet attempted to restore the traditional bicameral system of legislation. After the efforts of many years, the Upper House was established in 1927. Differently from the original conception of the cabinet, the law of Upper House did not provide fully the equality of constitutional rights for the second chamber owing to the pressure of the deputies of governing Unity Party. This chamber had only the suspensory veto, so it might send back the bills for revision on two occasions. The two Houses communicated with messages, but sometimes collective sessions happened too, especially on the election of the Keepers of the Crown. In legal and political respect, the Hungarian Upper House was inferior to the chamber of deputies to some extent. It used occasionally its suspensory veto, and neither then proposed it changes of great significance on the bills. In 1930s, from political reason, the members of Upper House started a movement for the emancipation of the second chamber. Their movement had a partial success in 1937: further, after the duplicate suspensory veto, the two Houses had to decide about the debated bill on a common sitting. After the reform extending authority in 1937, some conflicts emerged between the two chambers, primarily in connection with the anti-Semitic orders. In the course of these debates, the members of the Upper House took care invariably to not get to an open conflict with the chamber of deputies. The debating questions ended in compromise, but the Upper House yielded more. By means of disagreements, the difference between the political compositions of the two chambers appeared definitely: the different rightist radical tendencies predominated in the chamber of deputies, the Upper House remained basically a conservative chamber. The conflicts between the two Houses lost their significance in 1944, in consequence of the German occupation of Hungary.
