Az előadás középpontjában a COVID-19 járvány európai turizmusra kifejtett hatása áll. A nemzetközi turizmusban Európa élen járó desztináció, a Turisztikai Világszervezet adatai szerint a nemzetközi turistaérkezések számát figyelembe véve a Top 10 célországok közül 5 európai állam volt 2019-ben. A turizmus globális szinten az egyik legdinamikusabban növekvő ágazat volt az utóbbi évtizedektől egészen a 2020-as év kezdetéig. Az akkortájt kibontakozó, majd hétről hétre az egész világot maga alá gyűrő járvány soha nem látott mértékű visszaesést eredményezett az idegenforgalomban. Az elmúlt bő egy év bebizonyítani készül, hogy egy évtizedek óta stabilan növekvő ágazat is képes szinte összeomlani, ha a helyzet valóban súlyosra fordul. Ekkor válik igazán láthatóvá az a mechanizmus, amely azt feléleszteni igyekszik és a „resetet” követően egy helyesebb, fenntarthatóbb irányba törekszik terelni a folyamatokat. Az Európai Bizottság a kontinens államainak 2020 tavaszán történő fokozatos „bezárkózását” követően folyamatosan azon dolgozott, hogy a határok mihamarabbi megnyitásával, a meghozott biztonsági intézkedések betartása mellett újból élhessenek azokkal a jogokkal, amelyek az uniós polgárok szabad helyváltoztatását hivatottak biztosítani és megkönnyíteni. A Bizottság a Turizmus és közlekedés 2020-ban és azon túl című közleményében első számú teendőként jelölte meg a határok újbóli megnyitásának szükségességét, a szabad mozgásra való korlátozások fokozatos feloldását, valamint a turizmus újbóli fellendítését. A Bizottság további közleményeiben az imént felsorolt teendőkhöz kapcsolódóan átfogó iránymutatásokkal segíti a döntéshozókat a biztonságos nyitáshoz, melyben az egészség megőrzése elsődleges szempont. Az európai turizmuspolitika pár hónapja ismét szintet lépett a turizmus újbóli fellendítésére; a következő lépés a szabadabb idegenforgalom megteremtése, melynek legfontosabb pillérei az utazók védettségét biztosítani hivatott oltási stratégia, valamint a turisztikai szolgáltatók támogatása. The appearance and spread of coronavirus SARS-CoV-2 around the world, has impacted the whole world and tourism, too. Tourism has always been important in Europe and especially in the European Union. In addition, Europe has a leading role in international tourism as a destination, since international organizations have official data on it. The never experienced situation has harmed local economies and communities. Negative effects also in the field of cultural heritage were experienced since the maintenance of both tangible and intangible heritage depends on the existence of tourism and the incomes deriving from it. Although the free movement of people is one of the „four freedoms” of the European Union, the EU has no direct instruments to influence tourism within the borders of its area. At the same time, the EU takes part widely in the shaping of European tourism and has an indisputable role in its development. Through different measures, the European Union became the „number one” destination, so it has crucial importance to keep this position, along with each of its benefits. In order to reduce the spread and other danger of the pandemic, the European Commission published the communication COVID-19: Temporary Restriction on Non-Essential Travel to the EU on 03. 16. 2020. Though, the temporary travel restrictions to entering the area of the EU are applied concerning to several third states still today, the Council of the European Union decided to gradually eliminate these restrictions. Therefore, the process to recover the international tourism has started with the adoption of the Council Recommendation (EU) 2020/912 of 30 June 2020 on the temporary restriction on non-essential travel into the EU and the possible lifting of such restriction. For the up-to-date information about the special rules to enter a member state, the EU launched an online platform, called Re-Open EU. Furthermore, the European Commission has taken measures to inter alia support the restart of the international tourism of the European Union, as well. In the future, we need sustainable and resilient tourism, which supports local communities and brings benefits from both economic and socio-cultural aspects. To achieve this a rethink of the former business model is needed and a deep commitment toward alternative forms of tourism.
