Some of the present-day difficulties concerning Gypsy people date back even 50 years. What could be the reason for such constant stagnation of this issue? Is history repeating itself or does it only depend on politics and human competence? A possible answer started to formulate at the beginning of the research: despite the fact that, due to the subsidies, the circumstances of Gypsy groups improved compared to their earlier situation, they were still lagging behind the majority of society. In the early 20th century, the “Gypsy issue” was a police matter and the administration made Gypsy people infuriated. With the building up of socialism, the state saw the need for law enforcement and public health measures but not for other measures. The party decision of 1961, which then defined the everyday life quality of the Hungarian Gypsy community for nearly 28 years, introduced the still recognizable and “haunting” Gypsy policy. The party-state loosened the established social ties and created a homogeneous field as to how the behaviours of the Gypsy population should be interpreted. These measures resulted in a separated internal but still outsider community which was intended to be retrained by law. Minority rights were simply ignored. If we ignore the spatial and temporal features and take only the disadvantaged group into consideration, it can be stated that the objectives of the decision cannot be clearly considered as eliminative and stigmatizing and that there are correct elements in some of its explanations and declarations. The plans, however, were unachievable, fundamentally wrong, and violated the fundamental human rights. In the course of examination of the Hungarian regulation, we first studied the legislative procedure on state level and then we examined how the measures were implemented by lower-level authorities in Békés and Csongrád counties of Hungary. The aim of the present study is to point out that the legislation of the Socialist regime on the improvement of the circumstances of the Gypsy population was mistaken and to highlight the aspect that if a nation intends to help a minority group effectively and successfully, it has to actively involve the members of that minority group.
